A product must do more than simply meet technical and regulatory requirements. To achieve successful market access, requirements at all levels—specifically regarding the product, the manufacturer, and the end users—must be considered holistically from the outset.
Regulations such as the Battery Regulation, WEEE, and PPWR interlink these various levels more explicitly than the old Machinery Directive did. Yet the same principle applied even then: these levels are inseparable, and success was reserved for those who addressed all of them—at least to some extent.
